Sephiroth is wuss vs most villains.

Looks are what Kefka did and then looks like a what Sehpy did.'' Yeah Kefka is more deranged / insane.

Seriously, I agree we mustn't overrate Sephiroth, but it goes ever way, if we don't do it for Sephiroth, then we don't overrate Kefka while underrating Sephiroth. They both have impressive skills and would made for sure a good fight.
If the contest is for the scariest, most insane, then it is Kefka.
If it's for battle, then I think Sephiroth could win. Overall, I give my vote to Sephiroth.

Also, I am not sure that Kefka was evil just for being evil. If I remember well, he was a nihilist. It makes a difference and, we could say, give more sense as to why he acts the way he does.

Sephiroth didn't kill her though. Not the real Sephiroth anyways.

Plus Kefka twisted the world into his own and got his goals got done.

The only true match would be Kefka vs Kuja.IMO. That would be an epic fight.<3333
