quistis's shockwave pulsar

i read on quite a few websites that quistis's final limit break, shockwave pulsar, can deal quite heavy damages (over 30,000!!!) BUT whenever i use it it won't deal really high damages. don't think i didn't try to power up my quistis...she is level 100 and has both her strenght and magic stat at 255. after a while i thought that the monster i was attacking might have a high vitality/spirit so i casted meltdown on him. the result was a measly 16,000 damages which is no-where as high as i expected. is there a way to power up her shockwave pulsar attack?
