2 Questions about Xion

Ok, I didn't play Days, but I have read up on it and plan to check out the cutscenes, so can we keep the bashing to a minimum?

I just have 2 small questions.

Vexen created Xion from Sora's Memories almost as a replica of Sora so that they had a Keyblader.

But I also read that her existence from The Replica Program was to combine Roxas and Sora to create a perfect Keyblader that they can control. Is it one, the other or both?

Also, if they already had a Keyblader in Roxas, why would they go through the trouble to create Xion, unless they knew Roxas was going to "betray" them.

Xion was never meant to originally take Roxas' place. Originally it was just that they were going to have two Keyblade wielders. But then Xion started absorbing Roxas' power too much and the Organization realized that one of them would have to go. If Xion were to absorb Roxas completely, than it would effectively halt any possibilities of Sora waking up and thwarting the Organization if he weren't to cooperate with them, so they decided on trying to make Xion fully absorb Roxas.
