Xemnas said he looks alot like you. I Know your all gonna says," that was sora he was talking about!"
But hear me out, Roxas and Sora look a little alike in the term of similiar faces. But alot would be Ven, his twin brother from the another mother.(joke)

Then he goes onto say that,"I'm whats left. No.... Maybe I'm all that ever was." This could be more into the bait of him and Terra connection. And goes onto pat him into the shoulder.

Now I want to point something else out. Why did he chose Roxas. YOu all are gonna say because he is Sora's Nobody and a wielder of the keyblade. But, how would he know that instantly after he was born?
He must have sensed something.
"A bond between friends"

Now something else I want to point out. I don't know if the was a cutscene that showed what he said.
But his lips to me where moving too fast to say "SORA", but instead I think he said "VEN". To say Sora, his lips would have shown two syllabes. Now, right now your saying he could have said it really fast.
But saying it really fast would be "SOA".

And it may not have shown his face because it is early in the game and newcomers might not want to be spoiled. But to most people,they have played KH2 and seen Xemnas face. So the question is,"Why hide it?''

Now this is stupid I know.
But just think about this.

He WAS talking about Sora. The scene takes place a while after Xemnas battles Sora at Hallow Bastion.

He WAS mouthing "Sora", it's seen again with subtitles later in the game.

He chose Roxas because he has the Keyblade... that's the only reason.
