When Xion was introduced to Organization, Xemnas saw her as Ventus from Birth By Sleep, and so did Xigbar near the end of the game. Saix just saw her as a doll and only Roxas, Riku, and Axel could see her face that resembled Kairi's. Basically everyone saw her differently. Axel couldnt see her face at first, but i guess they became friends and he got to see Kairi's face...?

Nothing says Xemnas saw her as Ventus, just that Xigbar did.

Also, spoilerific post there dude...xp
