Go to invertory and then go to arts

Go to your inventory and click on Arts.

When you get to that screen you should see a checkbox to the very left of the spell you want, check it then press equip spells.

I can't scroll because there is nothing outside of my window. There is nothing to scroll to. Please help or direct me to who to talk to on this! I seriously do not know what the exact problem is, all I know is that I cannot equip spells! Please help!

Step-by-step instructions.

Click Inventory.
Scroll down the drop-down menu to "Arts"
Click Go.

In the Art List, there are several columns. From left to right:
Icon | Name | Description | EXP | LV | Equip | Scan

Under "Equip" check off the box next to the Art(s) you wish to equip (As identified under the "Name" column).

NOTE: If you cannot see the "Equip" column, you might have to scroll right in the small section where your arts are located. This is done by using the scroll-bar directly above the Shoutbox.

Scroll to the very end of your list.

Click on "Add Arts to your battle selection"

You will get a spiffy message which reads "Arts equipped successfully."

Sorry for this, but the earlier, easy-to-follow instructions seem to not help you, so I have given the most in-depth explanation for it possible without making a video tutorial. To be blunt, if you still can't figure it out after this, chances are you're blind. O-o There is absolutely no way for a character to be broken in a way which disallows Arts to be equipped.

Its easy go to your inventory then click on arts from their it should be easy.
