Okay, I downloaded Gimp, but now i have no idea how to use it. Can someone help?

You should of downloaded photoshop, much easier,and user friendly to use.

But anyway just google some gimp tuts.

Anyways, did you install the GTK toolkit before hand? It's kind of important.

I downloaded gimp a few weeks ago, and it's awesome! it take some time to get used to it, but it can be really good for doing sigs and digital colouring. (I did my sig and av on gimp, all by myself:) ) there are HEAPS of tutorials out there. here are the ones I used to get started.
YouTube - How to make a sig in GIMP 2
that was my very first tutorial, and it helped a lot:)
oh, and it's good to download brushes to use on there too. the best place for that is deviantART: where ART meets application! . I can't remember how you install them, but I bet if you google it you'll come up with a way.
if you google 'gimp tutorial sig beginners' or something like that, you'll come up with about a zillion different tutorials. trust me, once you get started, it's really easy. I think it's better than photoshop personally.

I have a question on gimp. How do I move an image from one picture to another. I have seen this happen on a video. There making a sig and drag a pck from on image and put it on the sig. And then they scale it. I cant get it to move the image. Can someone help me?

I don't think you can just drag one image into the next image. o.o I just Cut (Ctrl + X) and Paste (Ctrl + V). ^__^
