is it possible to swap the color of this picture from blue to red?

Probably. :< How though I do not know. I've only played around with photoshop a couple times...
I was even able to find some thingy that could change Miyavi's blue hair to pink without havign to go through each hair strand...
But I don't remember what it was called. It was one of them layer effects.

way of changing color (for photoshop, but most things work on GIMP too):
-make a new layer, fill it with the color you want, set the layer on color
-go layer> New adjustment layer > Photofilter. Pick the color you want and set the photofilter on 100% opacity
-go layer> New adjustment layer >Selective color. Adjust the setting till you get the color you want
-go image> adjustments and you can do photofilters and selective color like in layers
-go image> adjustments> replace color
..... etc
