There have been observations of a cycle that has a period of twenty years (and a period includes a maximum and a minimum), and one of a hundred years (looking at registered activity over one or even more centuries). The atmosphere can't block ionising particles alone, the magnetic field has to lead a big share of the particles away, because there would be no atmosphere left if it wasn't for the magnetic field.
