macklemore has meaningful lyrics, some songs are above-average lyrical level akin to kendrick lamar.

lil wayne, despite his bad punchlines and never-changing content matter, is a rapper.

the difference is, the song of a rapper capitalizes on bars, rhyming and has a ferocious tone to it.

macklemore is a rapper in a way, yes, but he isn't a rapper in the full sense. he had one or two songs that shown he was hungry, and had rhyming/bar emphasis, but his songs are mainly to progress the genre as a whole, and he's more in the hip-hop/r&b category than rap.

he's hip-hop, yeah, but he's really more of a progress musician. he makes great music, but he doesn't pretend or try to be a rapper.

it's complicated but you just need to think outside of the box.
