Does she have an outside life? (like a family or a fancy place she lives?) like ex: your character was at home and sees the announcement on tv or computer she has, than heads out over to the observatory and says she wants to join in. Basically she just puts on a helmet and gear to be signed into the game. (seeing how she's a high ruler she don't need permission to enter or leave the game). As for your other character (commoner) whatever this character does on a daily basis. (the commoners have an old beat up farm house school, a community garden, an old pile of junk full of technology, a lake, few old shops that are run by some people and the like). You can pretty much start from any of those things. (hope that helps).
