There's not really a given explanation for that. It could be that because there were two presences in his body, himself and Ansem SoD, that allowed him to use two Keyblade. There's also a theory about how one would split the Keyblade. And then there's all the theories about Terra, MX, or both being a part of Xehanort, which would allow him and his incarnations the innate ability to wield. So while Riku still had Ansem SoD in him, he would have his one Keyblade and then he'd have the other Keyblade that Ansem SoD had access to.

I'm not really good at explaining this sort of stuff though. :v You should ask Smile; she's the one that came up with most of this crap.
