No they never the levels was higher in gen 1 and 2. Back in them days gyms got up in the 60's and the league was 70s before you finished the game. No dumbarse that obeying rule applies to all pokemon, caught or traded. It's how they keep you form going into a level 20 gym with level 100 pokemon. I dont see how there has always been a cap on how high you can train a pokemon because you need so many badges for pokemon to obey you at certain levels. It's always been that way in pokemon.
