It's still debatable if Ansem SoD's even a Heartless. Yes, he retained sense of self, like Sora did, but he has a shitload of darkness of heart. But he could be a Heartless because, again, he has that much darkness in his heart.
Sora was able to retain sense of self because he had very little darkness in his heart(and the help of Kairi), and Xehanort's vice versa.
Both are pretty much just floating hearts, really.

We've seen with Scar that it's possible to have the appearance of your original self as a Heartless (even though he later transforms into the Groundshaker).
I think it's a testament to how dark the being is, not just the heart. A Heartless is supposed to reflect someone's inner darkness. So if a Heartless looks like the original being, it shows that they themselves are the real monsters (rather than the monster being hidden away within their heart).
And for the record, Sora is not like Ansem SoD. When he is purified by Kairi's light, he is no longer a Heartless. He is essentially just a heart, exactly the same as the state of being Riku was in after Ansem SoD stole his body.

Yeah how did Riku get his body back anyway? Wasn't it destroyed? Or did it return to Riku when Ansem was defeated?
