In kh2fm+ when you would usually get exp with this equipped you don't and as for if it works with donald and goofy, I don't know but probably does work for all your party.

Exp 0 works for all of your party members.

Yeah it should work for all members of your party. If it didnt, it would be just like KH1 where your party was stronger than you.

I see the point, you get it from the start in KH2FM+, the people that are really good at the game like it because it makes this game a serious challenge... especially on Critical Mode, I saw a level 1 on Critical mode beat Terra without getting hit XD.

Are you saying at some point in KH1, Donald and Goofy were stronger than Sora?

Well, that answers one of my questions. Does EXP ZERO affect EXP for Drive Forms? EX: Valor Form Sora hits an enemy to level up. With EXP ZERO, will this be affected?
