Maybe Roxas or Xemnas don't have one. A possibility.

I've got two theories, either you counted the mushrooms wrong, or Roxas does not have a mushroom.

There are 13 types of Organization Mushroom Heartless.

Tetsuya Nomura Interview

• Nomura isn't sure about the exact number sold, but, the KH series did exceed over 10 million units worldwide. He feels that it's because he's doing a favor for the huge fan base that's supporting the series. He thinks that those players who wanted to delve deeper into the game will appreciate this new installment, since there's a more difficult Proud mode in FM+.
• The numbers inscribed on the back of the Organization Mushroom Heartless correspond to the member they represent. Also, their abilities will relate to their respective members. In a (published) screenshot, there appears to be only 12 mushroom heartless, so will we see the 13th soon?

there are thriteen, we just haven't seen the last one yet

Perhaps the last one is for Xemnas, and is the most powerful of them all.

my opinion is that its for Roxas
since he did quit the Org. His maybe special
but i do agree on the high probability of the last one belonging to Xemnas

i think its cause (if i remember right) you dont get to that area until after you defeat demyx, so maybe once you kill demyx his mushroom will die too?

At the start of KH II, 5 org members are already dead (yeah, I know you fight them in this game, they are still dead. I have no clue how we fight them again yet.

i'm pretty sure you fight them by beating them in kh re:chains of memories and by having that data in your memory card you can fight the ones you have beaten. i'm pretty sure i read that somewhere..... try looking in khinsider or wikipedia. but i think it's roxas' mushroom. that is sora's own special mushroom after all. maybe it doesn't fight you, since roxas is inside of you and it now sees sora as it's master. maybe that's like a new summon! that would be cool to be able to summon a mushroom!

of course that's all speculation.

Yeah each is different in both fighting style (if you can call it that) and in size. I think some of them won't even fight you, they will be like the White Mushrooms in KH1.
