Kairi had no darkness in her heart. So she couldn't yield heartless.

To make it more clear Kairi could not produce a heartless because she is a princess of heart. All 7 princesses have hearts of pure light where no darkness lurks thus darkness could not overtake her heart. Same goes for every other princess which is why we don't see an evil blue haired Jasmine running around.

listen if a person has no darkness in their heart there will be no heartless so namine and roxas are nothing in the truest sense for their not a nobody but are not whole ether

Namine was created at the same time roxas was
when sora ran himself throught with the heart unlocker after his second fight with riku
and he turned and his AND kairi's hearts where released
which is y i beleive that 1 heartless doesnt always equal 1 nobody
Sora body + his soul equals roxas one pure nobody
Kairi body plus Sora's soul equals Namine cause lets face if she had used sora's body to be form she would look more like roxas and sora not like kairi
