No, he can't use drive forms and even if he did what would be the point since you don't play as him that long anyways.

 When Sora gets out of the capsule namine put him in, it gets sent to twilight town and Sora "fuses" with Roxas because Roxas is part of Sora and you don't see Roxas for the rest of the game except certain plot points
