This is the first world Mickey supposedly becomes playable so it his world and nobody else's.

RHOD, we know Donald and Goody are with him in Timeless River, but they always are. he's asking if there's an optional party member (like Aladdin in Agrabah). It's probably gonna be Mr. Sailor (old timey Mickey) or nobody. I can't wait to see what battles look like in that world.

If this is an earlier stage, then i would imagine a regular mickey (no keyblade, in past form) or if its a later stage then possibly the keyblade wielding one, but still black and white, no doubt. Then agian, if this is an early stage, it may be that he isnt a party member at all, i haven't seen staemboat willie, other than the clip of him steering the boat, so i dont know about any other chacters in it other than mickey and pete, as far as that cartoon goes. If its another character, it will obviously have an explanation, but we dont have any proof as of yet.
