Vivi is not a heartless, but the reason he acted a bit like one was because Roxas was in the data version of Twilight Town.
Vivi is the black mage from Final Fantasy 9, I believe he was the only FF9 character to be put into Kingdom Hearts.

He was the only Black Mage that you could play as and control, so yeah. I didn't know he was a prototype though.

Yes, KH needs more FF9 characters.

But anyway, he was much closer to being human than the heartless.
