Er to answer you question probably because Setzer was said to make an appearence in KH2 and Axel's hair might just be a coincidental thing.

I don't see much of Axel in Setzer, but as already stated, Setzer is a character from Final Fantasy VI.

And yeah, Nomura screwed him up big time.

I'm pretty sure he is a Final Fantasy character. I don't play FF but I see it a lot.

"All of TT". There weren't that many people there.
It wasn't that much worse than Destiny Islands in that aspect. The FF-Original character ratio was about the same XD;;;

You forgot the fat guy in charge of the struggle tournament, the old lady with the cat, the young lady at the accessory shop, the girl you hit the ball for, the mail delivery lady, the guy who put the posters up in the "real" TT...

damn. come to think of it, TT is pack filled with original characters XD
And if you want the 'main' one then at least count the fat guy who runs the Struggle contests and it almost balances out.
The rest of them can merge their importance to form another full original character and it's a tie XD

xD. Even so... that's more than enough FF characters... they should make it FF:0 OC: as many as needed.

Yeah, didn't see much of a resemble between Setzer and Axel.
The hair looked similar, but not much else that was similar between the two.
