You have to actually be in a fight to get it to work.

I thought I was unlucky because I transformed into Anti form 3 times in a row before finally getting Final form.

Quick question guys. Once you unlock Final Form for the first time you can then use it whenever desire right? Or is it like anti-form?

What? No, you dont fight Saix there. Memory Skyscraper is that area in the Dark City, with that huge building from Deep Dive. You dont end up fighting anyone there, instead there's just a cutscene in which Sora fights Roxas on his own(without you playing).
