License to Have Children?

With overpopulation become a greater and greater problem for each year that passes, would an introduction of a license to be allowed legally by the state to have children be imposed in the near or distant future? If you want to have children, you have to pass a trial to ensure you will be a good parent and have necessary skills to take of care of children. Just as as a driving license so you may drive an automobile, you can take lessons to improve your skill and then do the test. There are various Pro's and Con's to this idea:

Pros:
-Reduced population growth since a licence would be required so less people would have children
-Possible reduced crime rate, since a lot of children copy how their parents behave, so more good parents might mean more better children. This may lead to a better society since "Problem Families" would not have a license to have children, so these "problems" are not passed on and these families are rooted out, leaving only "good" families.

Cons:
-May be immoral and unethical to impose a license on something which is so natural and necessary to life
-Enforcement may be difficult, since if parents without a license have children, what could you do with children? Take them away? Possibly unethical?

That is a really bad idea. We're having enough issues with people telling each other who they should fuck, now you're saying you want people to take on test on parenthood?

How would you even stop someone from being a parent anyway? Be there when they have the baby and say "Nope you didn't pass your test."

A judge somewhere (I forget where) told a woman that she was ordered not to have any more children and could possibly face jail time if she continues to reproduce. She already had a ton of kids who were crackbabies with no fathers and she couldn't take care of them. Do you think it was right for the judge to tell her she can't have kids anymore?

I suppose that abortion is always the best option to crank down on overpopulation.

It's preferable if we adopt something similiar to the one-child policy inforced on the Han in PRC.

Well, usually the "problem" families you speak of would be in poor, black, crime-ridden communities. meaning i wouldn't be alive today were this plan in effect. so of course I would disagree.

Is it preferable to having tens of millions of children in the Third World starve to death?

I say that eventually there will be a famine and hundreds of millions will die as a result of it.

Abortion and controlling the production of children will stop this especially among the poor.

Sure lets just let everyone have kids as much as they want until we're starved for resources.

It's a known fact that the rate of growth of people is greater than the growth of resources to feed and clothe them, let alone anything else. There's going to have to be a serious overhaul in agricultural and production processes to save resources as much as possible. That's being worked on at the moment. On the human side of things, they've yet to do very much to curb this unsupportable growth.

Something needs to be done, and soon.

It's either preventing children from existing so they won't suffer through contraceptives, abortion, or normal family planning or you have the option of letting these children starve or engage in war.

I would say to those people worried about overpopulation not to be worried, because one good old fashioned natural disaster will come along soon enough to fix that problem.

I didn't come from one of the "good" families, but does that mean that I don't deserve to have a life? I am doing exceptionally well in school and unless something goes terribly wrong, I am going to make something out of myself. But what I've gathered from the above mentioned statement is that since I come from a so-called "Problem Family", I am a "problem" that needs to be "rooted out".
