Also didn't V for Vendetta have something like that?

I guess I was thinking something else when he said to make land more fertile. I assumed he meant making current farmlands have more bountiful crop yields, using any of the methods we currently have. GE included.

You think enriching existing farmlands would account for the birth rate, and add to that, if you cure major diseases, a sharply dropped death rate?
