Usually wacom intuos tablets do the trick. It's rare to find one under 100 bucks though. Personally, I use SAI and then PS for coloring/touch ups.

i've got a wacom
can't say i use it often or at all
but it's p good
also moving to digital media
I use Photoshop CS4 since it was already installed by my brother. Although I've heard Sai is better for coloring purposes. I have a Vistablet since I luckily found one on sale for about 80 dollars.
While I was checking my Tumblr dash, I think this may be useful for you to look into. Apparently the Monoprice tablet has some good reviews and it's relatively cheap as well.

Here's a more indepth review.

Probably the best basic tablet you can buy. It's $40 cheaper than when I bought it about a year and a half ago, I'd say go for it.
EDIT: Actually this is a better version than the one I bought. And it's cheaper.
Thanks for the feedback everyone. I was also looking into the new Bamboo Capture Amazon.com: Wacom Bamboo Capture Pen and Touch Tablet (CTH470): Electronics and it's only $88! How does this compare with the tablets like the Monoprice one and the older Bamboo generations?
OOOO and what does it mean by sensitivity?
The sensitivity is usually linked to your pen pressure, in newer tablets the harder or lighter you press your pen on the tablet the lighter or darker, thicker and thinner the line becomes.
I use Medion. I'm only a very new user to digital art making and I believe to start off with something cheaper that way you get used to it before they break out fancy crap on your butt. I have recently upgraded my low class Medion tablet to a newer version, which after that I'm hoping to upgrade to a wacom intuos 3.
But everyone does it differently.
I have GIMP, Photoshop CS5, Fireworks and SAI. Right at the moment I like working with SAI because it's easy for beginners but I first learnt on adobe photoshop. Don't start the hard way like I did, please. :S
I agree MangaCrazy101. Photoshop can achieve the same result but it wasn't really built to perform faster/cleaner/fluid results on coloring and anything relating to that. Sai adapts faster if you're planning on creating artworks rather than graphics. I suggest getting Sai like everyone has been saying. Photoshop has more emphasis on editing options like cropping, contrast/brightness, web related purposes like gifs/avatars/etc.

I've been looking at MONOPRICE for a graphics tablet lately. They apparently have a really, really nice tablet for just $50. This one, specifically:
