Yes, but those other characters were not playable by themselves. Shiek is part of Zelda, and Giga Bowser and Warioman are both Final Smash transformations. Going off of that, perhaps they had thoughts about tying in those discarded characters to similar characters who actually are in the game (Dr. Mario to Mario, Mewtwo to Lucario, Pichu to Pikachu, etc.), perhaps a a more drastic costume change akin to Wario's alternate "original" outfit.

After working on Target Test 4 (the one I was most disappointed with), and some help from Trigger, I can now say that I'm satisfied with all my Target Test speedrun times. My complete list of record Target Test times as they are now (with my new TT4 time) stands as:

Level 1: 6.53 seconds (Falco)
Level 2: 9.31 seconds (R.O.B)
Level 3: 11.66 seconds (Pikachu)
Level 4: 15.90 seconds (Pikachu)
Level 5: 12.46 seconds (Pit)
