So in other words, it too freaking hard to take our your cellphone to dial three freaking numbers, yet you can somehow manage to take pictures and laugh? If those bystanders aren't charged with something, I'll lose all faith in our society...

You can't charge the bystanders. It's not law to call the cops.

I have to agree that it was disgusting, especially considering that some of the ones not participating might of just been enjoying watching it, the sickos. Actually, I wouldn't be surprised that their true reason for not calling the cops was either that or not wanting to ruin the party, if this happened at one. (didn't read the full article) People are pretty self-ish and sick at times.

Edit: scratch the party part

Either it was A. the classic "Stop Snitching" shit or B. They were enjoying seeing a girl get raped too much to call the cops.

Actually, as I've read in California, it's illegal to not assist a child in danger up to the age of 14. She was just a year off.
However, with a good lawyer she could definitely set a precendent if America uses the common law system.

Plenty of other countries already have these laws in place.

I did not know that. However it really does seem like a law that should be created.
