While I don't like the idea (because I have no clue how they're going to pull it off), I think I may have found something that may suggest that Master Xehanort and Terra eventually combine. Although they have a different hair color, it seems to me that Terra's hairstyle is very similar to that of Xehanort from the previous games.

I know many people think linking Xehanort and Terra together is bogus, but this is just another reason to consider it. In the new enemies symbol there is a M and also a large X, which I think pretty much makes their connection to Master Xehanort obvious.
