What he said about Terra.. As for Aqua, i think her spirit or heart is left in Room of Sleep.. so Xemnas is able to talk with her..and maybe is 14th member.. Ven's heart maybe somewhere..

(This is probably a stupid theory.) Everybody thinks that Aqua's Armour is in the Room of Sleep, but what if it was actually Aqua in person. I mean, it's called the Room of Sleep, maybe Aqua was brought there, and maybe she was put to sleep.

Dunno.. but possible.. Maybe Aqua is just like Sora, regain her memories by sleeping...but it seem weird for Aqua to sleep for ten years..
