Default Ventus therory*contains spoilers*
Ok here we go,
Spoilers
At the end of days everyone forgets Xion because she went back to Sora, so I was thinking what if the same thing happened to ven? When the old Xenoheart said that Ven was loseing something i think he was talking about his memories and those memories were going into Sora (i'm not entirly sure why) then later when Ven asked Aqua to erase him she did, meaning that she made it so everyone would forget him because he couldn't get the memories back from Sora. Sora unfourtently forgot about Ven when Aqua erased Ven from everyone's memories, but the memories were still there deep in his heart and when he became a heartless(Sora) then the memories were relesed and made a copy of Ventus(Roxas) but because Sora came back Roxas didn't get the memories of Ventus but instead he got vauge memories of Sora.

This is a vauge therory but i hope someone can use it to make a better one!

Xigbar remembers Ven, so, that pretty much voids the entire theory.

xigbar has made references to the past keyblade masters <sora is half the hero the others were> and he was able to see xion as ventus so he remembers him. his memories are not gone

It's explained somewhere(don't know exactly) in the reports. Xigbar say something like Xemnas has seen 'him' too...Check the Ultimania on this site as well...I think it's mentioned there.

Only way this can happen if someone is manipulating his memories like soras memories were.

Xion's appearance should vary based on the relation of the viewer to her.
Saïx sees her simply as a puppet. The program approaches completion. Through
Roxas, Xion is assembling a copy of the hero of the Keyblade. As proof, she
sometimes appears to take on his form to my eyes.

this might be the report because i read the other xemnas ones and they don't say anything about roxas looking like "him"
