I think they were either being very lazy or, they just didn't have the technical power to add a lot of people to worlds. Either way, I would enjoy having the world seem like there is more than just the player and a few NPCs there. Espescially with how many heartless and nobodies there are, that had to be a lot of people needed to make them, lol.

They certainly have no problem making heartless over and over in cutscenes.

There would have been a lot of people to make those Heartless and those Nobodies, but it doesn't mean they come just from the world they appear on.

I know, I was just being a little silly with that last bit. Seriously though it is kinda weird that the worlds are relatively empty, and it just seems like they were being a little lazy. I could understand though that the heartless would be getting pretty much any normal people they could, seriously though everybody? What is Sora protecting if everyone is already a heartless, aside from the NPCs, lol.

It would be nice to have NPCs walking around, as others have said. But if they didn't do it right Sora would just be running into the people. And when I say that I mean he would be walking and may get stuck on someone. :|

Or, there are so many Heartless and Nobodies because those worlds had their inhabitants turned into Heartless and Nobodies. That's why there's so few of them.

He was asleep for a year. :/ It's inevitable that those people would turn into Heartless without him there to defeat them. That being said, it's almost inevitable to prevent someone from turning into a Heartless unless you completely eradicate all the Heartless.

I think it might be more of a gameplay issue than anything. Remember in the worlds that did have NPC people wandering around? Yeah, well, in those areas, you didn't get attacked by Heartless or Nobodies.

You didn't get attacked in the first district of Traverse Town.
You didn't get attacked in the Marketplace of Radiant Garden.
You didn't get attacked in actually most of Twilight Town.

The way I see it, they can't really add in NPCs to an area where you're bound to get attacked by Heartless/Nobodies. They can add NPCs to another area and just have that area be a sort of rest area where the Heartless and Nobodies attack, but I don't really see the point in that. It's not necessary for there to be NPCs in every world except to fill up the background. That's about it. At least in TT and RG, they also serve as shop owners.
