I don't really think that an entire world for this movie is such a good idea. A summon, perhaps, but not a world.

Actually, I could imagine this being a substitute for Agrabah.

I don't like Agrabah.

Not too keen on the whole emperor llama thing. Like Glaurung said, a summon would be okay. Llama summon.
He could say "Look at me and my bad self" when he shows up and "Booyahaha!" after his time is up or something. Meh.

True, the Incas are much more interesting than the Arabs, but as Yttrxium said, it'd be pretty hard for The Emperor's New Groove to fit in with the rest of KH.

Maybe the plot could be something like this: Kuzco's total disregard for others poses the possibility of his heart being contaminated by darkness, so it's Sora's job to try and turn him in the right direction. Unfortunately, things don't go well, and the plot moves forward similar to how it does in the movie. Esma, of course, would be trying to rid of Kuzco, or otherwise find ways to rule the kingdom herself (probably through the Heartless, Nobodies, etc.)

And then Square could just add in their own little details.
