Roxas having a Keyblade doesn't mean there wasn't any other reasons for Xemnas to be interested in him.

Sora becoming a heartless is a pretty well known thing. Zexion and the others at Castle Oblivion knew that.
So I would think that Roxas being Sora's nobody was sort of common knowledge, and doesn't necessarily mean that Xemnas knows the names of every other member, too.

The fact that Xemnas knew about Sora so easily makes me wonder if he ever could remember what X'Heartless did. Like, his actions post division

No. They never needed the Keyblade, because it isnt the only way to release hearts from Heartless.
And this is only further proven when Xemnas is ready to kill Sora if needs be in KH2. He says the plan could still go further without him. The Keyblade helped a lot more, but they never actually needed Roxas or Sora.

Yeah, but by that time Roxas was already in the Organization.
