He was actually one of the more important Members in the Organization. He was more plot-related than Larxene was (she was just there to abuse Namine), and was referenced in AtW's reports as being one of the leading apprentices along with Ienzo.

Vexen made Repliku seemingly immune to the Darkness; who's to say he couldn't "patch up" Xion too? Especially if we say they had already performed research on Namine at the time.

I'm not saying he wasn't important, or isn't. But Nomura has a tendency to forget that there are thirteen members in Organization XIII, and I just don't see him digging up Vexen to do something important.

The only interaction we have seen between Xemnas and Xion is the scene where he announces her to the rest of the Organization, a scene in which he does not call her "friend".

No, that's not what I'm getting at. The TP said that Xemnas had already called Xion as his friend, which is why he believed the link between Xion and Aqua. And I'm saying Xemnas never did such a thing.
