This dawned on me. In Kingdom Hearts, the secret movie after getting 99 puppies, getting all the keyholes, and so on their is a secret movie. If you have not seen this video then I sugest defeating the game first. Here watch this. The last 5 seconds. This is really important. Here it is...

Secret Movie

Did you see it. The girl with blackish color hair. Could this be Xion/ Shion. That girl is the only girl in KH that did not show up. The scene though appears to be when Sora is either getting his keyblade that dream, or when Riku and Sora return back to Destiny Island in KH2.

Also on KHI main site, It states in the one scene where Axel catches Number 14 she removes her hood. It says you can't see her face, but she appears to have black hair or a very dark blue color hair. Well in the video it looks red, but on my TV it's black. I have an HD TV so it must be black.

What do you guys think? I'd like to know your opinions.

That girl is most likely kairi. An early concept design of her. I doubt Namura have even thought of the idea of Shio back then.

I concur, it was an old Kairi concept that he never used.
He might have thought of Roxas back than but I know he wouldn't think as far as Xion.

Yeah, I was thinking that was just a "Hint" scene of Kairi seeing
Sora and Riku shooting through the sky.

That was an early version of Kairi.

Keep in mind that was probably a rough design and at weaker graphics than KH2. A bit more work and they could've done magic with it.

Nope. Not Shion/Xion. The girl you saw in the video was obviously Kairi. Reddish hair? It's gotta be Kairi.
