Xigbar's name is pronounced as "shigbar" in japanese (or well, it's actually shigubaaru, but it's the english equivalent), so Xion is just as valid.

I guess it's POSSIBLE that Aqua is Shion/Xion/ the 14th... Maybe in the Room of Sleep Aqua's armor was there because Xemnas wanted to revive/awaken Aqua to become a 14th? Then again, WHY would he do that unless he was Terra?

I still think that Shion is someone completely different. The only reason I would say it's Aqua it's because we know nothing about her or Shion.
