Ok, so... I don't know if this has already been suggested, but I figured I would give it a shot. So what happens when you have a strong person become a heartless or nobody? They turn into a powerful humanoid version, right? Well, then what about a strong person becoming an Unbirth? This might explain why it seems that the 14th isnt a nobody, but Xemnas didn't realize it, however, since we don't know how Unbirth are made, I have to make a a reason

Maybe their created when a heart returns to its body? Hence Kairi and Sora? Opinions?

She could be Aqua's nobody. Maybe Aqua becomes a heartless at the end of BBS. Or maybe she's just infiltrating the Organization, IDK. Is her hair really blue, like confirmed?

one detail you guys are overlooking pointing to the fact that it is not Aqua, is the anogramed name. all of the members have anogramed names of their original bodies, the name is always the same, except for the fact that you either change a letter to X or add an X or you change a letter to X and add a new letter. examples:
ansem + X = Xemnas
sora + X = Roxas
Even (one of Xehanort's apprentices) + X = Vexen
so on and so forth. Xion, not one single letter that is the same as with Aqua. I rest my case.
