Well if we know the enemies of KH than it's possible unbirths are controlled. Possible suspects are MX and DX and Malef along with any other disney villain that appears in the game.

And how nobodies would function without direction hasn't been stated.

What do you mean 'normal' Nobody? We found enough of them. It's not like the Heartless that some of them have the Emblem and some not.
Also, the Emblem more means what Heartless were made from Hearts stolen by Emblem'd Heartless; The Nobodies created in the process are 'regular' Nobodies.

Maleficent controlled shadow Heartless just fine. I doubt you really need a symbol to control it.

Well she did control the heartless to an extent in KH1 & KH2 so we can't rule her out.
Actually, a lot of the disney villains did.

what is strange to me is that Ansem seeker of darkness didn't even control any heartless and it was Xehanort who made the emblem heartless

Well, to be fair, the Heartless doing what they do naturally and getting the Hearts of Worlds and reaching for Kingdom Hearts served him nicely.
It does seem like he's guiding them in HB, though.

Yup, the bit snipers and the darkside pre ansem fight were the heartless he controlled directly.
I guess you could also count the shadows at the HB first visit
