I got this gut feeling that in whatever game becomes the series finale (which may not necessarily be KH3) the final boss will be either Maleficent or Chernabog. Maleficent was originally planned as the final boss of the 1st game (back when it was just a "simple" Disney game) before they came up with the idea of a villain with a backstory that they could retcon countless times. Her return in KH2 is utterly confounding since she did pretty much nothing major in that game (Pete could've worked perfectly fine as an independent enemy). They would've only done it if they were building her to something big later down the road. BbS looks to be making her more heavily involved with the overall storyline while KH2's conclusion basically hands her the Organization's house keys with Kingdom Hearts in the backyard.

As for Chernabog, there's more to him than we've been let on. A being of pure absolute evil appearing on the heartless' home turf definitely means something. The fact that he never gets a journal entry is particularly suspicious. Just the look of him makes it easy to imagine him as the "Alpha Heartless", the original manifestation of darkness (possibly even the direct heartless of Kingdom Hearts itself) & thus is the true guiding force of all heartless. With KH Coded supposedly showing Mickey's time in the dark realm, there's a chance soon of more light being shed on him (no pun intended).

Both candidates have the advantage of being legit surprises. With each new KH title the Disney characters are regulated more & more to being filler, who would honestly expect one to become the final ultimate threat of the series?
