They did add her in. But these things need to be explained by the game.
They can't let her be a spy for DiZ without explaining why he never wrote about her, otherwise they would be retconning themselves, which Nomura doesn't like to do. So it doesn't matter if she was added in, what matters is that she doesn't contradict any info we already know.

Theres never been something like 'I haven't had a spy' , 'Riku and Namine were the only ones who helped me' or whatever.

I just feel feel that she's a spy on her own accord, not necessarily with AtW. At least that would explain why she was never mentioned in his reports.

ummm i know this is going off yalls subject but ive been lookin at the pictures of the 14th member and everyone says its namine when they have already told us it isnt and plus look at the skin namine is really white the 14th member is tan and look at aqua too she isnt that tan either but i could be wrong because shes in a shadow and stuff i was just throwing that thought out there

The 14th isn't Namine,she's a completely new character and she might not be Aqua either but there are some good theories about Aqua being the 14th member.

I like the theory of the 14th being AtW's spy.
