No, he hasn't said anything about whether it is a new character or not. He has only said that she isn't Nami and is a female.

But he would still have mentioned something considering that they were his private reports.

He was using Riku for all of his dirty work, he didn't need XIV.

The Order already knew he wasn't on their side.
He wouldn't have been able to join the Order..

XIV, on the other hand, may have been able to.

The member probably wasn't even thought of at the time of KH2's development.
If there was evidence directly saying it wasn't her, then I'd be swayed.
But if theres absolutely nothing about her, then its possible they'd add her in.
I even said I didn't have anything to back it up in that post.

They did add her in. But these things need to be explained by the game.
They can't let her be a spy for DiZ without explaining why he never wrote about her, otherwise they would be retconning themselves, which Nomura doesn't like to do. So it doesn't matter if she was added in, what matters is that she doesn't contradict any info we already know.
