I don't think so, because the major point of COM is him coming to terms with the Darkness.
Also, he gets the Way to Dawn before hes even void of X'Heartless.

Riku used the Soul Eater as a medium for the Way to Dawn.
That pretty much is all we know.
No specifics as of yet.


Well, the Keyblade doesn't care about Light or Darkness we've learned.
At that point in time when the Keyblade went to DI, Sora had the stronger heart.
That is why Sora obtained the Keyblade instead.
Riku had a stronger heart later on, which is why he stole it from Sora, but then a whole ten minutes later, Sora had a stronger heart, so he stole it right back.

It all depends on whether you're one of the ones chosen by the Keyblade and the strength of the heart.
If that makes sense.

No riku got the WtD around KH1, and he also choose to pick Dawn. Between light and Darkness riku walk's that path.

Answering your question though, yes and no.
They have to be chosen by the keyblade, but the strength of the heart also plays a factor.
In HB in kh1, Riku was chosen by the keyblade, but Sora ended up being chosen afterwards.
They were both chosen ones so they could both wield it.
Riku took it because his heart was stronger, but then a short time later, Sora's heart surpassed Rikus.
So I think that yes, if you are one of the chosen by that keyblade , a wielder, and have a stronger heart, you can take it.
