358/2 Days Welcomes Riku into Playability.

Personally, I think that if they were to make a new game for Riku, they would have announced and would be developing it, at the same time as the other three titles. Why wait to make a game that's only to fill in plot stories? Especially when the other stories are working on being told now? =/

It wouldn't make sense to waste time and resources.

Because the fan base would go googoo over it. It would be another game that SE can make the public buy.

I could give plenty of sample of character who had not enough for a game, and still they got one.

FFVII DoC => They created a new part of the original organization we never heard before
FFVII CC => They created new characters and a plot we had no idea of in the original game.

Riku is one of the most popular, and let's be honest : what is the best from a marketing point of view, Riku having a sub story mode in 358/2 Days, or "Kingdom Hearts : Riku's path to Redemption" released on Wii 6 months before KH3 be on PS3, for sample, with Wii graphics showing Riku kicking Organization's ass, the artworks showing a badass Riku, etc? Like you said yourself, it's for the fans, and Riku is by far one of the most popular.
What I mean is just that for SE, it's not commercial to release his story in 358/2 Days.

Aqua is still different. We saw her in the Secret Ending, she is on the official KH BBS artwork and always cited as one of the main characters of the game.
But Riku has not been mentioned once for 358/2 Days except maybe one word one time... Not saying your idea is impossible, but comparing to Aqua is not helping this point.

Well, I personally hope they'd refrain from it :\ Riku was never a badass. He was a prissy Drama Queen in KH1 with a figure better than Kairi and Sora (gods the thighs) combined;
In KH2 he moved from anti-social emo to a weeping ball of cotton-candy fluff.
Closest he was was in CoM but a) he matured into the weeping ball of cotton-candy fluff, and b) he was still more than his share of emo there.
The only time in which he can do something like this is if Sora is in trouble and then it's time for Riku-Smash since we won't like him when he's angry. That would involve Sora though and then lo and behold we've got KH3 rather than KH:Rikulicious.

Hm... I donno. It's weird but I actually see the Riku scenario as more logical than Aqua being in BBS right now (especially in light of the high chance she's XIV). This isn't the same situation; of course Nomura would say nothing about a possible Riku-scenario in Days because no one really asked him about it.

It's not like in BBS where he does his very hardest not to say Aqua's name even though we know she exists, is part of the main BBS threesome, and has a Keyblade. Maybe, but what SE looks is what most people think. Myself, I'm also not a big fan of Riku, but he's still is one of my fav. Now, if they listened me, they'd do an anime on Xehanort's year as Ansem's apprentice. Things is that SE will aim to do a game the most people will like, and so we'll never see the Xehanort anime I'd like they do.
Honestly, it's the main reason as to why Roxas gets his own game, sure they can do a scenario, but if Roxas had been hated by players, they'd never have done this game.

Things is that, for BBS, we know there's three playable character and that at the end, the three scenario should reunite or something like that. Looking at the secret ending, it looks like the three knight reunited or something like that... For me it is kind of sure that Aqua is the third, but I understand that it is possible she not be.
For 358, it's not that Nomura said few on Riku, he said nothing. While it's possible he be playable, we lack of evidence. Of course, RK theory shows that it's possible. But for what I stated before, I think SE merely plan on releasing his story in another game or part by part in various game, like I said we never played as Genesis and yet we know his life better than those of some playable character.

The only time i imagine Riku being in 358/2 Days is when Roxas fights him(maybe a boss ) and some assorted cutscenes when Roxas is in data TT....

If there is a Reverse/Rebirth mode in 358/2 Days, it could be for Axel instead. Just a thought, though it's not as convincing as RK's idea.
