Read it carefully. "To the end" doesn't have to mean that it is depicting the end. The translation might have been poor and the "to the end" might actually mean something else. For instance, saying that George Carlin was a comedian to the end means that Carlin was always a comedian. So, it might be saying that the Secret Ending will always be an "image" rather than playable content. In other words, it will still be a scene in the game.

And think of the structure of the sentence too:

Because it is difficult to express such a violent battle as playable content, the secret ending is an image to the end.

Now what makes sense?---

a.) toward the end of the game.
b.) only a scene in the game.
