no, axels relationship to Roxas was a selfish one, he wanted to feel like he had a heart, he wanted to feel, and Roxas helped him to do that, because Roxas (sort of) had a heart, but its kind of fun to think of them as gai xD there are some funny ass comics about them two...xD

It all depends on what you mean by "relationship". I'd say they had a good relationship as friends, as Axel states himself: "He was the only one I liked, he made me feel.....like I had a heart." Now, I don't think that's Axel using Roxas, it's more like Roxas made Axel feel like he mattered, using Sora's heart. Let's face it, serving under Xemnas wouldn't really make Axel feel that important, what with the pressure and put-downs.

They had a friend relationship. If you all think that Roxas and Axel are gay... Then it's your problem! Stupid people only say someone isgay because they are very closed to their friend, the case with Roxas and Axel and all of you stupid that cannot consider that the fact you would do anything for a special someone that you lost.

Fangirls make this speculation where Roxas and Axel should be together but reality it's false and I think they are just friend and according to Axel, Roxas made him feel like he was a somebody or something between the lines of that. :D
