Why Aqua Can't Be the 14th Member

It's doubtful he was talking about KH2 Xehanort, if that's what you're implying. He was most likely reffering to BBS Xehanort, more commonly reffered to as Master Xehanort/MX.

The whole battle is likely uncanon anyway, or if not that, just plain irrelevant. I can quote Nomura, if you want proof.

One way you can say it based on that particular theory is when Xehanort extracted his heart, he extracted two; Master Xehanort and Terra. Terra's either lost itself to the darkness or overcame it and returned to the light. At that time he would be recuperating from his memory lost and likely unstable, going far as to attack Sora based on his confusion (KH2FM+).

Of course, I've never approved this but it's a probability.

The explination for this was, it had something to do with Terra's rage that left an imprint on the area, that created a physical form.

im thinkinthe reason why aqua cant be the 14th is because she is not a nobody nor she doesnt has a other side like heartless or nobody so since BBs was set 10 years before KH1 there is no way she can be the 14th member of th Organization.

Nami is certainly the oddest of the bunch, being born like that. But the other Members don't seem to age at all. =/ I wonder if Nomura is ever going to comment on this? Probably not...
