No, it was Riku. We even saw him in Betwixt and Between, before Kairi and Pluto entered Twilight Town. And Mickey said he'd been looking for Ansem the Wise, so why would he go to Destiny Islands to check on Kairi? Riku's the only one who would have a motive for doing that.

Regardless, I don't think Axel's going to show up at Destiny Islands in KH3:

1. He has no reason to, except to visit Sora/Roxas.
2. He knows that whenever there's trouble, Sora's off saving worlds, so he knows it's more than likely his friend will show up at some point.
3. Becoming whole again after many years probably takes some readjusting.

Riku and Mickey were together during all of Castle oblivion. Maybe some scent hung on him? Or Riku met Pluto after they escaped Castle Oblivion and Pluto remembered the familiar scent.

Yeah, if Pluto saw that Mickey trusted Riku during the time that they traveled together, I'm sure he'd follow Riku willingly. Heck, he almost followed Axel into that portal in the World That Never Was, but it closed up before he could go in. And he had no problem following Kairi everywhere. I think Pluto just has a knack for spotting trustworthy people, though his loyalty mostly lies with King Mickey.

Yeah. Pluto went to the World that Never Was (most likely following Mickey, who then left) and then followed Riku when he left to follow Axel.
