Your wrong M.o.N because Nomura has said in every interview that the Fatal Mode gauge is filled by continuing your combo really long.
The blue crystals/orbs are probably for the blue focus bar next to the HP bar.
That seems most likely.

It's got to be fatal guage. In kh2 the drive orbs were a yellow/orange, and the drive gauge was yellow/orange. So it would make sense that since the fatal guage is blue, the fatal orbs would be blue as well. They look more like crystals then orbs though...

Edit: Doesn't fatal mode use the "focus" bar? The focus and fatal bar are the same thing. I guess "Focus" is the correct name for it though. I think that blue orbs fill up focus bar which activate fatal mode

I don't think it's for the focus Gauge, Nomura said that the Gauge increases by attacking enemies and decreases when you aren't attacking them.
