Take Roxas for example... While in Twilight Town with no memories of his former life, he could not weild a keyblade... But, as Sora awoke and the memories began to return, the keyblade returned to Roxas...
The same would most likely happen to Xehanort... When his memories of his past begin to return, his keyblade should as well...
