Roxas is very popular so who knows? Maybe the reason he gets his own game is because he won't reapear, at least not in a main role. But you you never know with Nomura.

I always considered Roxas as Sora's inner self. I like to think that Roxas can talk directly to Sora when Sora is in a deep sleep. Sora would be subtley affected by these interactions but he wouldn't be able to remember them when he wakes up.
